Kearney quarry permit fails with tie vote

Co-owner of the quarry property, Chris Shipley, far right in front row, looks disappointed Tuesday, Jan. 21, as he hears Mayor Randy Pogue announce denial of a conditional use permit that would have allowed a quarry on his property to reopen.
